Cheshire and Warrington Combined Authority is seeking an independent member to join its Audit & Governance Committee at a pivotal moment in its development.
Established in 2026 and preparing for its first Mayoral election in 2027, CWCA is a brand-new strategic authority with an ambitious agenda for transport, skills, and economic growth. This is a rare opportunity to help shape the governance and accountability of a new organisation from the ground up.
What is an Independent Member?
An Independent Member of an Audit & Governance Committee is a non-elected, non-political appointment who sits alongside elected members to provide objective, external challenge and assurance. The role is designed to strengthen oversight of governance, financial reporting, audit, and risk management by bringing an impartial perspective and relevant professional expertise.
Unlike elected members, an Independent Member is not affiliated with any political group and is not part of the organisation’s management structure. This independence is the key distinction of the role, enabling balanced, constructive challenge and helping to ensure transparency, accountability, and public confidence in decision-making.
About the role
As an Independent Member, you will bring an objective, non-political perspective to support strong governance, audit, and risk management arrangements.
Working alongside elected members, you will:
• Provide constructive challenge and assurance
• Support effective oversight of financial reporting, audit and risk
• Promote high standards of governance and conduct
• Contribute to the development of a robust and transparent organisation
Who we are looking for
We are seeking someone with:
• Senior-level experience (or equivalent)
• Expertise in audit, finance, governance, or risk management
• Strong analytical and questioning skills
• The ability to challenge constructively and influence at board level
• Integrity, independence and sound judgement
Experience in the public sector or knowledge of local government is helpful but not essential.
Time commitment
• Approximately 4 formal meetings per year (in person)
• Additional preparation and occasional briefings
Remuneration
Allowances will be payable. Details will be confirmed following recommendations from the Independent Remuneration Panel.
Eligibility
Applicants must meet statutory independence requirements, including having no close political or organisational ties to the Combined Authority.
